The Board of the
Antioch Area Public Facilities Financing Agency’s Community Facilities District
1989-1 ("CFD"), commonly known as the Antioch Mello Roos District, would
like to update the community on the status of the CFD, the projects completed to
date, and the plans for the future, as well as answer some of the commonly-asked
questions by homeowners.
The Antioch Area Public Facilities Financing Agency ("AAPFFA") is a joint powers
authority established by the Antioch Unified School District and the City of
Antioch. The AAPFFA formed the CFD 1989-1 for the purposes of financing the
building of school facilities and a City park. These facilities are needed to
maintain the quality of public services as Antioch expands. Bonds have been sold
(approximately $165,000,000 in construction bonds through 4/30/2007) to finance
these major facilities' costs, and the Special Taxes collected (shown on the
Contra Costa County property tax bill as "ANT M ROOS 89-1") are used to make the
bond payments or pay directly for construction of the facilities. The Special Taxes are not used
for operating expenses or salaries of either the School District or the City,
except for the direct costs of administering the CFD. The operation and
maintenance costs of the facilities lie directly with the School District
and the City, and the facilities are owned by each respective agency. The
AAPFFA acts only as the financing mechanism to build the facilities.
